Navigate to Configuration | Skills | Create skill Category

Option	Description
Skill Category Name	Name of skill category
Skill Category Description	Description of Skill Category
Add Skill	Add skill name and description

Multiple skills will be tied to the Skill category. For example, language or department.

Skills are specific skills that can be assigned a user. For example, English and Spanish. Both of these skills match the skill category of Language.
